Mahmut Özer, who made a statement after Selçuk’s speech, said: “I am aware that I have a great responsibility. My main goal is to provide all our children with equal opportunities to receive a quality education wherever they are in Turkey.

Born in Tokat on May 5, 1970, Mahmut ÖZER graduated from the Department of Electronic Engineering and Communication at Istanbul Technical University (ITU) (1992). Between 1992-1994, he worked as an electronics engineer at Dalaman Airport, General Directorate of State Airport Authority (DHMI). He obtained his Masters and PhD from Karadeniz Technical University (KTU), Institute of Science and Technology, Department of Electrical and Electronic Engineering in 1996 and 2001, respectively. He worked as a lecturer at Gazi Osmanpaşa University between 1994-2002 and as a lecturer at Zonguldak Karaelmas University, Faculty of Engineering, Electrical-Electronic Engineering between 2002-2010.

Özer, who was rector of Zonguldak Bülent Ecevit University between November 28, 2010 and October 4, 2017, was president of the Interuniversity Council (ÜAK) between August 1, 2015 and August 1, 2016. Özer, who is also a member of the Board of Directors of the Professional Qualifications Authority (MYK) and member of the General Assembly of the Turkish Standards Institute (TSE), has been appointed Head of the Center for Measurement, Selection and Placement. (ÖSYM) on October 4, 2017. Özer, who is currently President of the Association of Higher Education Quality Assurance Agencies of the Islamic World (AQAAIW), was appointed Deputy Minister of National Education on August 8 2018.
