The General Assembly of the Constitutional Court rejected the request for annulment of all or 14 articles of the new implementing law, which was promulgated by the Grand National Assembly of Turkey and entered into force on April 15, 2020 , after having been published in the Official Gazette.

The General Assembly examined and ruled on the merits of the CHP’s request for the annulment of all or part of the law on the execution of sentences and security measures and of law n ° 7242, known as the law on public execution.

The General Assembly of the Constitutional Court rejected the request.

Law No. 7242 on the Execution of Sentences and Security Measures and the Law Amending Certain Laws were adopted by the Turkish Grand National Assembly on April 14, 2020. According to this law, around 90,000 people were released from prisons.

First, the CHP asked the Constitutional Court to annul the new implementing law “in terms of form” and stop its application, and argued that certain articles of the law entailed an “amnesty”.

This CHP request was rejected by the Supreme Court on July 17, 2020 by a majority of 9 members against the opposition of 7 members.

In addition, in its second request, the CHP requested the annulment of all or 14 articles of the law and the suspension of its execution.
