What is wrong with the “war on terror” in Africa?

In the 20 years since the United States launched its “war on terror” in the aftermath of the September 11 attacks, the battle against violent extremism has been partly fought on African soil.

Despite this, jihadist movements have spread across the continent, Mozambique being the last theater of the conflict. So what is wrong?
